Ethics in Governance is often not a simple choice between right and wrong. Public servants need to be particularly concerned about the ethical quality of decisions taken while discharging their duties because society at large can be affected by their outcome, impacting not merely individuals but millions of people, perhaps forever.  Ethical governance is about how one applies theoretical values to practical decisions which can affect a large number of people for a long time.
    In the new millennium, the challenges facing the world are forever growing in number and complexity. These encompass a whole gamut of issues – technical, financial, security related, environmental and others – that are faced by civil servants and common people alike. With globalization and privatization society is presented with bewildering variety of choices and hopeful outcomes, demanding principled leadership and institutional creativity in delivering public services. Governance has continuously to deal with expectations of citizens, while also evaluating the criteria of efficiency, effectiveness, economy and value. If the role of ethics in governance and delivery of public services were easy and straightforward to comprehend, there would be no need for a book such as this one.
    “Ethics in Governance - Resolution of Dilemmas. With Case Studies” is a unique effort by Dr. Kanda in the field of Ethical Studies and the quest for solutions to ethical dilemmas. The book provides a holistic view of the different aspects of governance, the ethical standards to be followed, the history and evolution of ethical governance in India, as well as the ethical framework adopted in other countries.
    The book starts by highlighting the different dimensions of ethics, the different dilemmas that present themselves in public service and the methods of dealing with them. This discussion is followed by a comprehensive analysis of the concept of governance. The salient features of the Indian Constitution are covered, as also the manner in which efforts towards growth and development are dynamically in play with the need to keep these Constitutional values and premises intact. The concept of good governance is dealt with and various practices in vogue in the country are documented.
    The book discusses the menace of corruption as also the various legal and institutional remedial measures instituted in the country. It provides information about topics such as Citizens' Charters and the Right to Information.
    The author as a member of the Indian Administrative Service spent over four decades in public service and has served the state and the central government in  several capacities in various important departments, including as Secretary to the Government of India and Chief Secretary to the Government of Andhra Pradesh. The book throws special light on the dilemmas that the author faced in his long career and how he overcame them. The personal experiences of the author are a source of valuable knowledge for prospective civil servants as also to those currently in public service. Through these experiences the author has tried to show how in public service different attributes such as the ability to think on one's feet, taking in hand the courage of one's convictions, the skill of persuasion and a firm belief in the duty of accountability are necessary if one is to make an impact on the system.
    The author realizes the role of ethics in an ever changing world and impact of factors such as  scientific findings, technological innovations, evolution of religious beliefs, changes in moral values, the persistence of vision-driven advocates, the perceptions of the media, changes in the economy, and demographic shifts etc.
    The book also suggests responses to problems posed in some case studies, some of which were circulated as illustrations by the Union Public Service Commission of India and some others which figured in the question papers of the Civil Services Examinations. These responses present the author's point of view based on his experience and knowledge.
    One of the goals of this book is to raise the levels of awareness regarding many of the commonplace assumptions about public servants particularly when it comes to ethics. It is not just enough to be aware of ethics in public service delivery. Robust analytical skills are required to understand ethical issues and identify possible courses of action. The case studies are expected to help learning about ethical theories in general and ethical practices  specifically.
    This detailed compilation is expected to serve as a guide and reference book for those looking for information and knowledge about Ethics and its various dimensions, as relevant in the context of the delivery of public services.

About the Author:
Dr. Mohan Kanda, a retired Indian Administrative Service officer of Andhra Pradesh Cadre  has spent over four decades in public service and has served the state and the central government in several capacities in various important departments, including as Secretary to the Government of India and Chief Secretary to the Government of Andhra Pradesh. He holds a Doctorate in Cooperative Agricultural Credit.    
    After retirement from the service, Dr. Kanda served as a Member of the National Disaster Management Authority (NDMA), Government of India, and as a Member of the Steering Committee of the Planning Commission for the formulation of the 12th Five Year Plan for “Agriculture and Allied Sectors”.
    Currently, Dr. Kanda is a Member of the Board of Supervision of the National Bank for Agriculture and Rural Development (NABARD); Visiting Faculty at the Centre for Atmospheric Studies, Indian Institute of Technology (IIT), New Delhi; Adjunct Faculty at the Indo-German Centre for Sustainability, Department of Humanities and Social Studies, Indian Institute of Technology (IIT), Chennai: Member of the Court, Central University, Rajasthan; and Member of the Board of Management of the Sri Sathya Sai Institute of Higher Learning, Andhra Pradesh.
    Dr. Kanda has helped shape several national policies including the National Policy on Agriculture, the National Policy on Cooperatives and the National Policy on Rehabilitation and Resettlement of Project–affected Persons. He has also contributed significantly to the formulation of the law governing Multi-State Cooperatives.
